SEER2 ratings explained — and what Houston’s climate does to the math

What SEER2 actually measures

SEER2 — Seasonal Energy Efficiency Ratio 2 — is the cooling output of a system over a season divided by the electricity it consumes, tested under 2023-updated conditions that better reflect real ductwork resistance. Higher number, less electricity for the same cooling. A 17 SEER2 system uses roughly 16% less power than a 14.3 SEER2 system to cool the same house.

The Texas minimum: 14.3 SEER2

Since January 2023, Texas falls in the DOE's Southeast region, where new central air conditioners must meet at least 14.3 SEER2 (equivalent to the old 15 SEER). Anything you buy new today meets this — the real question is how far above the minimum to go.

Why Houston changes the payback math

Efficiency pays back per run-hour. A typical Houston system logs 2,500+ cooling hours a year — roughly double a northern city's. A tier upgrade that never pencils out in Cleveland often pays back here in 4–7 years, then keeps paying for the rest of the system's life.

The humidity bonus nobody mentions

Two-stage and variable-speed systems run longer, slower cycles — and long cycles are what pull moisture out of the air. In Houston's humidity, a higher-tier system often feels dramatically more comfortable at the same thermostat setting, which is worth as much as the bill savings.
